
Quality assurance in universities is today a priority in Algeria. It is a transversal and essential component that accompanies the numerous reforms of higher education (LMD system, reorganization of grandes écoles, establishment project). These reforms, at the time of assessments, have highlighted the necessity, more than ever, to equip the national higher education and scientific research system (ESRS) with a quality policy aimed at continuously improving the governance of institutions, the quality of their teaching, and their research. Globalization, the recognition of diplomas, and international comparability compel us, like everyone else, to adopt international quality assurance mechanisms.
To develop quality assurance in the institutions of the Ministry of Higher Education and Scientific Research in Algeria, legal provisions and bodies (commissions) have been established, namely:
the creation of the CIAQES (Commission for the Implementation of Quality Assurance in Higher Education) (Order No. 167 of May 31, 2010)
the creation of the CNE (National Evaluation Council, decree of January 21, 2010)
the appointment at each establishment of Quality Assurance Managers (QAOs)
the creation of Quality Assurance Cells in each higher education institution (CAQs).
The CIAQES was tasked with training the quality managers of the establishments and designing a quality assurance framework for the establishments. A participatory approach allowed all RAQs to collaborate in writing the framework. The CIAQES now provides support to RAQs in implementing the process (ciaqes@mesrs.dz)
